Boley captured 50 votes to McCoy's 47 in Tuesday's election, which had an 18 percent voter turnout, according to unofficial results from the York County elections office. No recount is planned, and McCoy said he won't contest the votes.

Boley credits hard work for the win.

"When you're the challenger, you have to work twice as hard, especially in a small town," Boley said.

McCoy said he was disappointed to lose by such a small amount, but added he's looking forward to his newfound free time.

McCoy was elected in 2004 and served on York's recreation committee.

He said he'll miss working with city employees.

"I've enjoyed the relationships I've had with the department heads," he said. "They don't get much credit, but they do a really good job running the city."

Boley said he's eager to get started.

Water problems and careful spending were two of the main issues brought up during the campaign. Boley said he'll look into making it easier for businesses in town by reducing fees the city charges.

There are many current projects Boley said he hopes to get up to date on and help with, such as annexation, picking a permanent city manager and extending the fire service agreement with the county.

"There's a lot we're going to be looking at," he said.

District 6 was the only challenged seat this election. Incumbents Charles Johnson and John Smith, from districts 1 and 5 respectively, were uncontested for their seats and were automatically re-elected.

Boley, Johnson and Smith will be sworn-in July 1 for four-year terms. Council members earn $6,000 a year.
