LANCASTER -- Officials discovered the body of a 31-year-old Lancaster man on his kitchen floor in a house across the street from the Lancaster City Police Department, officials said Thursday. Lancaster County Coroner Mike Morris did not release the man's identity, citing family notification. The man was shot multiple times late Wednesday night to early Thursday morning, Morris said. An autopsy and toxicology test are slated for today. The incident happened at 412 E. Arch St., Capt. Harlean Howard of the Lancaster City Police Department said. The police department had not determined if the incident would be investigated as a homicide. The State Law Enforcement Division is assisting in the ongoing investigation. Grand jury indicts alleged serial robber YORK -- A grand jury on Thursday indicted Phillip Watts Jr., the Rock Hill man police say confessed to seven robberies and three shootings, paving the way for Watts to go to trial. Police say Watts' crime spree began in October and ended Feb. 14 after an attempted armed robbery and shooting at Cash on the Spot on Cherry Road. Over a 17-day period, police said, Watts robbed three businesses, where he shot two clerks and two customers. After Watts was arrested at a Rock Hill condominium Feb. 18, police say he confessed to seven robberies. Watts faces multiple charges, including six counts of armed robbery; attempted armed robbery; four counts of assault and battery with intent to kill; two counts of kidnapping and seven counts of possession of a firearm during a violent crime, according to arrest warrants. Watering schedule set for major customers The city of Rock Hill has assigned watering schedules to public parks, Winthrop University and the school district. Each has one day per week assigned for watering, as do Rock Hill residents. "Each of these institutions has to follow the same rules as citizens," said Utilities Director Jimmy Bagley. "Each has been assigned a different day in order to spread the load across the week and avoid placing a strain on the water plant." For homes, the schedule allows odd-numbered addresses to water on Saturdays and even-numbered addresses to water on Sundays, from midnight to midnight. This schedule will remain in place at least through May. Three area schools excel at fundraising Three York County schools were the top three among 450 schools statewide in rasing money for the S.C. The students raised the money through the Olive Garden's Pasta for Pennies program. South Carolina schools raised a total of $545,000 during the three-week campaign in February, and participating York County schools raised $66,000.
