A Clover man already charged with illegally tattooing minors in his home now faces a third count of contributing to the delinquency of a minor, a charge that could carry up to a three-year sentence.
James Robert Spinks, 24, of Willow Street, was arrested Tuesday for tattooing two teens illegally and without parental consent, Clover Police Capt. David Dover said.
On Friday, another 16-year-old boy and his parent came forward claiming that Spinks tattooed him.
"He will have to undergo another bond hearing sometime tomorrow," Dover said.
Spinks is currently being held at the Moss Justice Center on a $5,000 bond.
Tattooing a minor without parental consent is illegall under state Department of Health and Environmental Control regulations.
DHEC also requires tattoo parlors to obtain a license and meet sanitation guidelines prior to operating.
Tattooists must also take classes on blood-borne pathogens and infections control.
