City makes home wheelchair-accessible

Wayne Moreland, 26, is one resident the city of Rock Hill's housing and neighborhood services department is helping through state and federal grants to make home repairs. The city re-built his home's wheelchair ramp and is adding a handicap-accessible bedroom and restroom to his house.
