The Rock Hill NAACP held its annual Emancipation Proclamation "Jubilee Day" Observance on New YearÕs Day. The program is held annually as a day for reflection, rededication, and celebration of our heritage and to commemorate our countryÕs dedication to the belief in liberty and equality for every citizen.
