1 arrested, 1 at large after Rock Hill police chase on I-77

— Authorities are searching for one of two men who led police on a foot chase Wednesday morning after they were stopped for improper lights on their car.

Highway Patrol troopers stopped two men on Celanese Road for driving a car with improper lighting, said Lance Cpl. Bill Rhyne. During the stop, both men fled.

Rock Hill Police dispatched a K9 unit to help find the men. While searching, officials received information that one of the men matching a suspect description jumped into a white, two-door Cadillac headed for the Interstate.

Officials stopped the car on Interstate-77 near Fort Mill, arresting and charging the driver. They connected the man to four vehicle break-ins at Omni Fitness in Rock Hill.

Kenneth Leon Jackson, 32, of Charlotte is charged with four counts breaking and entering an automobile, four counts petit larceny, two counts Fugitive from Justice (warrants from North Carolina and Florida), one count criminal conspiracy, one count of driving under a suspended license and one count of improper headlights.

Jackson is at the Moss Justice Center on an $890 bond.

The other man wasn't found.
