4 arrested in Rock Hill on child neglect, drug charges

— Police arrested four people in Rock Hill Wednesday after finding “drug evidence” and a loaded gun near a child’s playpen in a home on Brer Rabbit Run, a residential street off Hall Spencer Road.

Officials with the York County Sheriff’s Office and the York County Multijurisdictional Drug Enforcement Unit say two children, ages 7 and 1, were living at the home where they found “decaying food, overwhelming odor of animal fecal matter, bags of trash and dirty clothing in large stacks,” according to a sheriff’s office report.

Investigators found a semi-automatic .40 caliber pistol with nine rounds inside in a bedroom with a playpen, “within reach of the two children,” the report states.

The parents, Jodi Kay Harris, 23, and Scott Joseph Caldwell, 20, were charged with unlawful conduct toward a child, the report states.

“Drug evidence” was found in the bedroom of Harris’ mother, Karen Ann Harris, 40, of Rock Hill, and Mark Cray Thompson, Jr., 35, of Great Falls, according to the report.

Law enforcement officials were running a narcotics investigation when they pulled over a black Nissan on Wednesday around 1 p.m., the report states.

Police say Thompson and Karen Harris each had .5 grams of heroin inside the car. Both were charged with possession of heroin, the report states.

The drug charge is Thompson’s third offense, police say.

The children were released to a family member through DSS.

Caldwell and Jodi Harris were released from jail Friday morning.

Thompson and Karen Harris were still at the Moss Justice Center Friday afternoon with $15,000 and $1,500 bonds, respectively.
