Convicted sex offender charged with rape in Chester County

— A convicted sex offender who police say left town on a bus to Texas now sits in a Chester County jail after deputies charged him Tuesday with sexually assaulting a woman in his home.

According to police documents, Carl Seager, 41, who was staying with the victim in Fort Lawn, forced himself on the 69-year-old woman around midnight March 13.

The woman first reported the rape two hours after the assault, when she told deputies that she rebuffed her attacker’s attempts to have sex with her and tried to physically resist him.

She was scared she would be killed, a Chester County Sheriff’s Office report states, as Seager covered her mouth and nose, making it difficult to breathe, before he raped her.

The woman said she had bruises and other injuries after the attack, the report states. She also said that she kept the bed sheets, her clothes and undergarments she was wearing at the time of the rape.

She initially declined to press charges until recently. Meanwhile, Seager had left town.

“He got on a bus to Texas,” said Chester County Sheriff’s Maj. Mary Anne Tolbert. “Now, he’s back.”

Deputies talked to Seager’s family, who convinced him to return to Chester County, Tolbert said. Police then interviewed him and filed charges. Seager didn’t admit to the rape, Tolbert said.

He remains at the Chester County Detention Center without bond.

According to the state’s sex offender website, Seager was convicted of sexual assault in Texas in 1996. He has been charged twice since then with failing to comply with registration requirements.
