State prosecutors alleged that Burris, who has two convictions for assaulting minor girls, including one forcible sex act, has a mental abnormality and cannot control his actions. Burris committed the assaults in 2009, and then again after release from prison on the original conviction in 2015. He was due to finish his prison sentence, but now will be sent to the S.C.
