While a new firing range proposed by Chester County Sheriff Robby Benson doesn't precisely conform to county guidelines, it appears that he has made design changes to ensure that it will be safe.The proposed range would be built behind Chester State Park on 10 acres along Ashford Road about 2 miles from the J.A. Cochran Bypass. There are some property owners in the vicinity, and concerns have been raised about the safety of park visitors.
But deputies practice now at a range near an armory, which, Benson points out, is closer to homes than the proposed range is to the state park. He also has taken pains to ensure that stray bullets won't be a hazard.
The firing range will be in a pit, and two dirt barriers positioned behind the targets should catch any errant bullets. The sheriff also plans to build the dirt barriers higher than the zoning rules require.
Gunfire also would be directed away from Ashford Road. And deputies would not be permitted to use the range unless a certified instructor is present.
The plan also calls for an obstacle course where deputies can practice for the course at the state criminal justice academy.
Neither state park officials nor nearby property owners have complained about the plan. Some people, however, have called the county planning office with concerns that stray bullets might hit park visitors.
But it appears that Benson has addressed those concerns. And, if planning officials are not satisfied with the plan, they can require the sheriff to include more safety features.
Deputies have to have a place where they can train with firearms. This location would be more isolated than the current firing range.
If the plan looks safe to county officials, they should give it the go-ahead.
