What makes sense for all-terrain vehicles also makes sense for dirt bikes and larger off-road vehicles.
The York County Council has given initial approval to a new ordinance that would require anyone who wants to ride an ATV on private property to first receive written permission from the landowner. If someone is caught riding without permission, he could be fined from $300 to $500 or jailed for 30 days.
Recently, however, Sheriff Bruce Bryant asked the council to expand the ordinance to cover dirt bikes and other off-road vehicles. Those changes are likely to be included in the final draft of the law, which the council will vote on next month in its final reading.
The public will have an opportunity to respond to those changes at that meeting. No one, however, addressed the law during the public hearing at the Sept. 15 meeting where the council voted unanimously on first reading to approve the law.
We view this ordinance as a sensible way to protect the rights of property owners to bar people from riding across their land. Under current law, owners are required to post all sides of their property with "no trespassing" signs to keep people off.
We don't think owners should be obligated to go to all that trouble. The burden should be on riders to get permission before crossing anyone's property.
And that should go not only for ATVs but for any other off-road vehicles as well.
