GREENVILLE -- Raymond Spencer Waters, 83, beloved husband, father and grandfather, died peacefully on Monday, Oct. 15, 2007, at St. Francis Hospital in Greenville, S.C., after a short illness. Born Aug. 24, 1924, in Catawba, S.C., he was the son of the late Hugh Alexander and Fannie Collins Waters. He grew up in Rock Hill, S.C., and graduated from Rock Hill High School in 1942.
Raymond served proudly and with honor in the U.S. Marines from 1943 to 1946, rising to the rank of 1st Sergeant. He participated in the Okinawa campaign during World War II and in the post-war occupation of China.
After the war, Raymond continued his education, and upon graduation from Columbus University in Washington, D.C., he became an agent of the Internal Revenue Service. In 1950 he was transferred from Washington, D.C. to the Spartanburg, S.C. office. He became a CPA in 1953 and practiced public accounting in a firm with the late Homer Watson until 1972. From 1975 until 1986, Raymond continued his career with his son, John, in the firm of Waters & Waters, CPAs.
Raymond was a co-founder of One Price Clothing Stores Inc., where he served as an Officer and Director from its inception in 1984 until his retirement in 1999. During his leadership the company grew from a single store to a profitable chain of several hundred stores located throughout the southeastern United States.

During his distinguished career, Raymond was an active member of the South Carolina Association of Certified Public Accountants (SCACPA). He joined SCACPA in 1954 and served on a variety of its committees and task forces and as its president in 1986. He was appointed by the governor to serve the people of his state on the South Carolina Board of Accountancy from 1989 to 1992.
Raymond was a faithful and devoted member of Central United Methodist Church in Spartanburg, S.C., and was a lifetime member of the Hejaz Shriners. He enjoyed spending time with his many lifelong friends in Spartanburg and later sharing his retirement with his wife, Jeanette, at their home on Hilton Head Island.
Raymond is survived by his loving wife of 61 years, Jeanette S. Waters of Brighton Gardens of Greenville, S.C.; daughter, Jeanne W. Littlejohn of Oakton, Va.; sons, Raymond S. Waters Jr. of Leawood, Kan., John M. Waters of Greenville, S.C., and Dr. Robert C. Waters of Easley, S.C.; and six grandchildren, Susan Littlejohn, Michael Littlejohn, Jeffrey Littlejohn, Karla Waters, Kathleen Waters and Raymond S. Waters III.
Visitation will be 5 to 7 p.m. today, Oct. 17, 2007, at Floyd's Greenlawn Chapel, 2075 East Main St., Spartanburg. Graveside services will be held at 11 a.m. Thursday, Oct. 18, 2007, at Greenlawn Memorial Gardens in Spartanburg conducted by the Rev. Luther H. Rickenbaker III.
