State Sen. Wes Hayes, R-Rock Hill, and local resident Terra Carney were recognized at the 2008 South Carolina Human Service Providers Association's awards banquet last week.

Hayes was named "Legislator of the Year for the Senate" for his work representing those with special needs, according to a news release from the York County Board of Disabilities and Special Needs. Carney was awarded a $1,000 scholarship to study special education at Winthrop University.

The association is made up of 38 agencies that contract with the S.C. Department of Disabilities and Special Needs to administer programs and services for more than 24,000 people with disabilities and special needs statewide.
