Riverwalk homes, commercial, restaurant and more highlight latest Rock Hill plans.
More homes at Riverwalk, a new business office near I-77 and several annexations and zoning changes may be on the way in Rock Hill.
The city planning commission meets April 15, a day after city council met. Between the two groups, decisions involve a variety of projects planned for Rock Hill.
Here are the proposals and decisions:
▪ The third phase of Riverwalk, with 159 homes, is up for review April 15. The city planning commission makes the final decision on plat review. Plans involve 65 acres between existing homes and the Catawba River.
Submitted plans show the third phase would complete sections of Digby Road, Aquinas Way and Luray Way. More than a half dozen new streets or named alleys would come, too. Primary access would come off Riverwalk Parkway. On-street parking would be allowed adjacent to smaller lots.
The original master plan showed a secondary access off Cel-River Road, which isn’t on the current proposal. The original also had open space adjacent to Cherry Street which now has another cul-de-sac and homes on it.
▪ Middlebridge LLC applied to annex and rezone five acres at the corner of Eden Terrace and Wilkerson Road for a 5,000-square-foot office for a contracting business. County records show Middlebridge bought four parcels there in November for $160,000. The vacant property was partially cleared, and some flood prone area was impacted. The city staff recommendation on annexation and rezoning depends on work to repair that buffer.
Until annexation the property sits in a donut hole — an area of unincorporated York County surrounded by Rock Hill city limit property — across Eden Terrace and I-177 from the largest and most prominent donut hole in the city. The property recently sold for the Carolina Panthers headquarters and practice site also is slated for annexation, though it isn’t on the April 15 agenda.
The planning commission makes a recommendation on the Middlebridge project. Rock Hill City Council makes the final call on annexation and rezoning.
▪ On April 14 Rock Hill City Council approved rezoning of more than 10 acres for the Village at Catawba Terrace expansion project. Housing Development Corporation of Rock Hill applied to rezone almost 20 addresses on Osceola and Ellen avenues for a mix of homes, townhomes and apartments between Ragin Lane and McDow Drive.
▪ Council also approved annexation and rezoning of more than 94 acres at India Hook, Mt. Gallant and Elks Park roads. Duke Energy plans to put a public, waterfront park on about 45 acres there that Rock Hill would manage. Several landowners are part of the annexation and rezoning to allow Rock Hill access to the site. The park, where Lake Wylie flows back into the Catawba River at the dam, comes as part of Duke’s federal hydroelectric relicensing effort.
▪ Council approved rezoning of about 22 acres at 310 Red River Road and about 65 acres at 140 Red River Road and 1788 Quality Circle for industrial and institutional uses. The property allows zoning for Manchester Wastewater Treatment Plant and River Park.
▪ Council rezoned less than two acres at Cherry Road and Oakland Avenue for commercial use. Submitted plans for vacant property there show a mix of restaurant, retail and office. Two proposed three-story buildings would have more than 15,000 square feet of restaurant and 11,000 square feet of retail or office space. The site would have access from Cherry, Oakland and College Avenue.
