Regulatory delays have slowed the $30 million Wellmore project in Tega Cay

Just over a year ago, officials announced that Wellmore, a $30 million assisted living community, would be built in the Stonecrest development in Tega Cay and it’s still in the works.

So far, no visible signs of development have begun. But behind the scenes progress is being made, said Richard Conway, managing director of The Maxwell Group, the company behind the community.

Construction has been delayed because of a lengthy review process with the S.C. Dept. of Health and Environmental Control and arranging financing for the project, Conway said.

Wellmore had to apply for a Certificate of Need to operate skilled nursing services. While the CON process for this project is “a lot simpler” than the CON approval township residents have become familiar with in the recent battle to build a hospital in Fort Mill, it has taken more time than expected, Conway said.

The CON had to be completed before financing for the project could be arranged, he explained.

“When you’re getting financing, they want you to have your approvals before you do your financing,” he said.

Wellmore has now received a CON from DHEC, so it’s working on securing financing for the project, Conway said.

“It’s more complicated now than it was before the recession,” he added.

When complete, Wellmore will be a 130,000 square foot community in the Stonecrest development with frontage on Hwy. 160. It will offer assisted living apartments, skilled nursing services and other care associated with the elderly and others in need of assisted living, as well as a 25,000 square foot clubhouse and wellness center for residents.

If construction begins in three to six months as expected, Wellmore will open at the end of 2014 or early 2015, Conway said. Construction will take about a year. Elkins Construction out of Jacksonville, Florida has been hired to do the construction.

Wellmore will bring approximately 100 jobs to the area.

Already, Conway is receiving frequent phone calls from area residents asking questions about the facility for themselves or for loved ones.

Many are ready to move in.

“We’re already putting people on the list,” he said.
