Here’s where another $30 million investment and 60 new York County jobs may come next
Two York County decisions Tuesday night could lead to almost $30 million of corporate investment and more than 60 jobs.
The county approved a fee agreement with Samuel, Son & Co. The company, formed in Canada in 1855, works in metals and packaging. Samuel Packaging Systems Group already operates at the Fort Mill site.
“When we first arrived here in 1995, we had about 50,000 square feet, a couple production lines and about 25 employees,” said Cy Slifka Jr., president of Samuel Packaging Systems Group. “Today, through this partnership, we have over 200,000 square feet, close to 100 employees and we’ve just ordered an additional production line, our fifth production line.”
The company isn’t done growing yet.
“My plans are to continue to grow our business,” Slifka said. “There is a global demand.”
The larger Samuel company has 100 locations. Last year during COVID-19, the company invested in its plants like never before, Slifka said. The Fort Mill site got $11 million in company investment that can improve technology and production. What once was niche manufacturing in Fort Mill is now a site that sends goods to Brazil, Africa, Australia and China.
“It’s due to the quality and the workmanship that we get out of this area,” Slifka said.
According to the tax incentive deal the company must invest $10 million and create 20 new jobs within five years. Projected investment is $11.5 million. The company gets a tax assessment rate of 6% for 20 years, with a five-year adjustable millage.
The 2000 Boyer Drive address is in Lakemont Business Park, in Fort Mill. The 12-acre site off Pleasant Road was built in 1996. It’s a multi-tenant building at more than 200,000 square feet. The property sold in 2000 for almost $21 million, then again in 2014 for more than $53 million, county land records show.
In a separate decision, the county passed the first of three votes needed on another tax incentive plan. Known as Project Donald, an economic development proposal would invest more than $15.8 million and create 41 new jobs within five years. It’s located at 234 Porter Road in Rock Hill.
That address matches an auto salvage business. The county tax incentive agreement notes the company behind Project Donald is based outside of South Carolina. The agreement notes an expansion of the company’s existing facilities in York County for metal recycling or processing.
If the company meets its investment and job creation commitments, it will get a 6% tax rate assessment for 20 years and a five-year adjustable millage.
