Novant Health property would add 360 senior residences; Fort Mill planners aren’t sold

A plan for more than 360 new senior residences in Fort Mill hit a roadblock Tuesday.

The town planning commission voted unanimously against a zoning change for more than 50 acres on River Crossing Road. The planning commission makes recommendations on rezoning proposals ahead of final decisions by Fort Mill Town Council.

Novant Health applied for the zoning change to allow a mixed-use development called Restore at River Crossing. A submitted site plan shows 328 active adult, 24 independent living and 12 assisted living residential units for age 55 and older. It’s a mix of homes, apartments, duplex and quadraplex options.

The property sits between the Masons Bend neighborhood and I-77. The new development largely would run alongside the interstate. The plan would extend and locate the residences off River Crossing Drive, across from existing medical and office buildings.

The homes would be surrounded by four retention ponds. Three apartment buildings would be nearest the current end of River Crossing Drive, followed by an amenity center and one- and two-bed multifamily buildings. The proposal includes an amenity site and natural trails.

TBC Development of Mount Pleasant is involved with the project that forecasts $122 million of investment and $3 million in annual operating net proceeds from taxes and payroll. The project would add about 30 jobs, according to submitted documents.

Town staff noted ahead of Tuesday’s decision the plan doesn’t fit with the town’s long-range plan in that area. The property now is zoned highway commercial, for commercial use. The requested zoning is mixed-use which typically combines residential and commercial property.
