Steven Gibson named Rock Hill’s new assistant city manager

One long-time city official will replace another at the beginning of next year.

Steven Gibson has been named Rock Hill’s new assistant city manager, replacing the outgoing Gerry Schapiro, starting Jan. 1.

Schapiro is transitioning out of the job to take a part-time role managing projects for the city’s BMX Supercross track, after a 45-year career with the city.

Gibson is currently director of the city’s Office of Management and Budget, were he oversees Rock Hill’s finances. Gibson has been with the city for just over half the time Schapiro has, filling various roles in Rock Hill administration since 1990.

He was previously a customer services supervisor, where he managed billing, collections and metering for the city’s utility system. Gibson also worked on city property maintenance, which included the Rock Hill / York County Airport, as an administrative services director.

In his latest job, as budget director, Gibson has also been responsible for housing and neighborhood services and communications.

Gibson earned his B.S. in business administration at Winthrop University and was later certified by the Advanced Government Finance Institute at the University of Wisconsin School of Business. He serves on the executive board of the Government Finance Officers Association, where he chairs the national committee on governmental budgeting and fiscal policy.

“Steven has consistently proven himself as a valuable resource within our organization,” City Manager David Vehaun said. “Since he has worked in so many areas of the city and is highly respected by other city employees and community members alike, he is uniquely qualified for this role.”
