York County’s new fire training center will bear name of slain assistant manager

When York County formally opens its new fire training center next month, the person who might have been most responsible for its completion won’t be there to see it.

Assistant County Manager Anna Hubbard Moore was in charge of the county’s fire safety operations, among many other responsibilities, and took on the responsibility of getting an expanded, upgraded fire center built on McFarland Road outside York.

“She worked with our fire folks to get them what they needed,” County Manager Bill Shanahan said. “And she oversaw the financial side, so she found the money. And she worked with the designer on the design of the building.

“And, for a while, there was no project manager over the project, so she did that too. She was a jack of all trades.”

Construction of the training center was halfway to completion, Shanahan said, “when what happened, happened.”

On July 5, Moore was shot to death in her home by her husband, Randy Moore, who also fatally shot Anna Moore’s son, Jason Lockamy, and Lockamy’s girlfriend, Lora Kathryn Young, before turning the gun on himself.

To honor their fallen colleague, the new facility will be christened the Anna K. Hubbard Fire Training Center, using Moore’s maiden name at her family’s request.

When county leaders gather for a grand opening at 10 a.m. Feb. 6, ceremonies will include dedicating a plaque to Moore and a presentation to her family, including her surviving daughter and mother.

Moore came to work with York County in 2006 after serving as county administrator in her home county of Marlboro. She oversaw many of the county’s public safety operations, including animal control, fire safety, emergency management, the detention center and public safety communications, along with the summer feeding program and purchasing.

For almost a year, in 2013-14, Moore served as interim York County manager prior to Shanahan’s hiring.
