Clover school board OKs 5 mill increase

The Clover School District Board of Trustees voted Aug. 17 to increase the district’s operating budget by five mills for the 2015-2016 fiscal year.

The school district administration recommended a six mill increase. The board, citing a need to be responsive and considerate to district taxpayers, reduced the recommendation to five mills. The increased is needed to meet the state required step increase for teachers, and corresponding increases in insurance and retirement that would cost the district about $800,000 with no additional state funding.

The increase impacts businesses and second homes. A primary residence is exempted from paying school operations millage in 2007 by the passage of Act 388 by the South Carolina Legislature.

The board also accepted the administration’s recommendation not to increase the millage for debt service for the coming year.

Garden class offered for home-schooled students

The Clemson Extension Service in York County and city of Rock Hill will host the 4-H Come Grow With Me in the Garden series, September through December for home-schooled students ages 6-14.

Classes will be held at the Glencairn Garden Learning Center, 825 Edgemont Ave., Rock Hill, 9 a.m.-2 p.m. the second Friday of each month. Students will learn about horticulture, vegetable gardening and leadership through activities and a service project. Cost is $65.

The registration and fee deadline is Sept. 8 and includes a 2015-2016 4-H yearly membership. For information, call 803-684-9919.

Host blood drive, earn scholarship

The Community Blood Center of the Carolinas is calling on high school and college students for its seventh annual Students Saving Summer Scholarship Program.

Students who organize and host a successful blood drive with CBCC through Sept. 30 have the chance to earn scholarship money for their secondary education. The top five producing blood drives each receive a $1,000 scholarship from CBCC. Since 2009, CBCC has awarded more than 300 scholarships and grants.

To be eligible for the scholarship, students must choose a location, recruit donors and collect a minimum of 25 units of blood. Each student will be paired up with a CBCC representative who will provide assistance with planning the blood drive. The CBCC scholarship donation must be directly transferred to the college, university or other learning establishment of each winner’s choice.
