Planning Ahead: Townhomes, fire station among York County land use talks

Rezonings, variances and incoming development discussions continue in York County. Recent ones involve a fire station, nonprofit group and plenty of homeowners or landowners looking to expand.

▪ York County planning staff met with developers March 24 on a proposed townhome development on Charlotte Highway, halfway between Bonum Road and Robinwood Lane. Development Solutions Group owns two parcels at about 17 acres. Official plans haven’t been submitted to the county.

▪ A public hearing is tentatively set for April 18 on more than four acres on Pleasant Road in Fort Mill. Founders Federal Credit Union owns the property, which could move from a residential to a small scale commercial zoning. The site sits just east of Four Seasons at Gold Hill.

Public hearings are tentatively set for several properties June 20. Springland wants to rezone 40 acres at S.C. 160 and Dave Gibson Road in Fort Mill from a residential to business development district. That zoning is aimed at large-scale commercial development, allowing for anything up to countywide or regional shopping centers.

Clear Springs Baxter has an application in to rezone almost two acres to the same business development district listing, this one at 2075 Highway 160 West across from Brayden.

Another involves more than three acres on Chambers Road, off of S.C. 49 and Campbell Road. The new zoning would allow residential development on acre or larger lots. Another rezoning involves less than an acre at 3170 Charlotte Highway, near the intersection with Paraham Road. The change would switch from a rural residential to a business zoning.

▪ Riverview Volunteer Fire Department is working through the plan review process for a new station at 141 Grant Farm Drive. The department is asking for a variance from the county to allow a 64-foot curb cut, where the maximum allowed is 40 feet. Similar stations in Lake Wylie, Newport and Leslie have curb cuts at 24 to 50 feet. The Riverview site is now vacant. The proposed single-sided station would be surrounded by homes, multi-family housing and commercial. The site is near Grace Presbyterian Church.

▪ Fort Mill Care Center officials submitted a zoning variance to allow a new awning at its facility on Old Nation Road. The building there sits 17 feet from the road, where the setback should be 30 feet. The proposed canopy would be more than 8 feet.

▪ The county planning commission recommended approval for a Gateway, Fort Mill plan to rezone less than an acre on Ed Thompson Road, about 150 feet from its intersection with Old Nation Road. The vacant site would be added to the Willows at Fort Mill apartment community for about 40 more parking spaces. The change won’t result in new apartments. A public hearing is tentatively set for May 16.

▪ Requested zoning changes in Lake Wylie are minor. Owners of 4655 Dove Point Lane, a waterfront property on Allison Creek, asked for an extra six feet of setback space from a neighboring property to enclose a carport. Owners at 4971 Mill Creek Road asked 4 feet of setback space needed to turn a barbecue hut at the lakefront property into an accessory dwelling unit.

A third waterfront property at 175 Twin Coves Lane has a request to subdivide a 6-acre parcel into two. The property sits on Bucleigh Road, which is a private access and not a public road. Without the zoning change, the subdivision wouldn’t be allowed as one site would have no road frontage.
