Man accused of forcing Rock Hill girl, 12, to touch him

A York County man is accused of forcing a child touch him in a sexual manner at a Rock Hill apartment complex and at the Rock Hill Galleria.

Warrants were served Thursday charging Billy Clyde Pender Jr., 35, with criminal sexual conduct with a minor, third degree, according to a Rock Hill Police report.

A 12-year-old girl told authorities in February Pender made her touch him inappropriately over his clothes on several occasions, including once at the mall. He also had her bend down to pick up something from the floor, and while she did so Pender rubbed himself against her backside, the report states.

The girl also told police he hugged her in “an inappropriate manner.”

After an investigation, Pender was transported from the York County Detention Center, where he was being held on unpaid child support warrants, to the Rock Hill jail.
