Rock Hill man, 19, accused of touching girl inappropriately

A Rock Hill man was charged with first-degree criminal sexual conduct with a minor after allegedly inappropriately touching a young girl while they were traveling to Myrtle Beach on Memorial Day weekend, according to Rock Hill Police.

Kevin Vincent Carter Allen, 19, was arrested Monday and remained in the Rock Hill city jail Tuesday.

The incident was reported Monday by the 13-year-old victim’s father, who said the incident happened while they were traveling to Myrtle Beach. Allen was reportedly sitting in the back seat with the girl.

The girl told her father she was trying to sleep when she felt Allen touch her neck. The victim said she then felt Allen move his hand and he touched her inappropriately, the report states. The case remains under investigation.
