Lancaster man accused of raping, assaulting young girl

A Lancaster man was jailed after he allegedly raped and physically assaulted a young girl on repeated occasions, according to the Chester County Sheriff’s Office.

Kenneth Webster Ellinger, 38, is charged with first-degree criminal sexual conduct with a minor under age 11 and assault with intent to commit criminal sexual conduct with a minor. He was placed in the Chester County detention center, where he remained Friday morning with no bond.

The alleged abuse happened from August 1, 2014, to Sept. 30, 2014, according to arrest warrants. Ellinger reportedly assaulted the victim, whose mother he knew, with the intent to commit sexual battery on her, and raped the girl “on multiple occasions.”

The incident report indicates Ellinger lives in Richburg, but the warrant states he lives in Lancaster.

The police report and warrant redact the age of the girl, but The Herald’s news partner, WSOC-TV, reports she is 6.
