Former York city police officer shoplifted 9 times from Walmart, SLED alleges
A former city of York Police officer has been charged with shoplifting at least nine times from Walmart, South Carolina state police said.
Kashin Dynell McElveen, 31, of Rock Hill, was arrested late Thursday, said Ryan Alphin, spokesman for the State Law Enforcement Division. McElveen also is charged with misconduct, police said.
Arrest warrants obtained by The Herald state McElveen was seen on video and by Walmart officials stealing at least nine times between March 12 and May 7. The combined value of what was stolen was $93.26, warrants state.
McElveen was working as an officer in uniform at the time of the alleged shoplifting, York Police Chief Andy Robinson told The Herald.
When police department command staff were told of the allegations on May 10, Robinson and a police captain reviewed Walmart security video footage, Robinson said.
“Officers were shown a video in which Officer McElveen failed to pay for all items in his possession before leaving the business,” Robinson said in a statement to The Herald.
Robinson said he called SLED immediately to investigate because the case involved one of his officers. Command staff fired McElveen the same day, Robinson said.
SLED has not released what specific items McElveen allegedly took from the store.
Worked in York since 2018
McElveen worked as a patrol officer in York before he was terminated, Robinson said. McElveen had been with the York police since June 2018.
York has around 40 sworn city police officers who serve a city of about 9,000 people. York is the county seat of York County and sits west of Rock Hill and southwest of Charlotte.
McElveen was released from the York County jail on $5,000 personal recognizance bond on the misconduct charge after an initial court appearance in front of a magistrate judge, York County court records show.
It is unclear if McElveen has a lawyer, according to court records.
The 16th Circuit Solicitor’s Office, which covers York and Union counties, will prosecute the cases against McElveen.
Previous law enforcement jobs
Before working as a police officer in York, he was a police officer at the Winthrop University police department in Rock Hill, and worked at the Kingstree Police Department, Robinson said. McElveen also previously worked as a deputy at the Williamsburg County Sheriff’s Office in a rural area of South Carolina west of Myrtle Beach, according to McElveen’s LinkedIn profile.
McElveen attended Howard University where he played on the football team, according to school releases and McElveen’s social media profile.
