A South Carolina man who admitted to deputies he shot a woman Tuesday near Rock Hill after an argument has been charged with murder, according to police and court records.

Wayne Emile Jacob, 64, confessed to the shooting when Chester County deputies responded to the scene on Westbrook Road south of the York County line, a sheriff’s office incident report and arrest warrants allege. Jacob told officers “I’m the one that shot” as they arrived, the incident report stated.

Laura Lee Cleveland, 47, died in the shooting, according to the Chester County coroner.

The killing happened after what an arrest warrant says was a “verbal altercation.”

Deputies charged Jacob with murder based on his “voluntary statements,” physical evidence, witness statements, and video recordings, warrants show.

Chester County Sheriff’s Office spokesperson Londa Pringle confirmed to The Herald by email the victim and Jacob were “significant others.”

Jacob told officers he had been with the victim around 15 years, the incident report shows. He claimed the woman told him the relationship was over before the shooting, according to the incident report.

Jacob told deputies his life was over and would end with him in jail, deputies wrote in the report. Jacob said he “lost his life and took a life over this,” the report states.

The Chester sheriff reported the shooting and taking Jacob into custody initially on their official Facebook page.

Jacob also is charged with possession of a weapon during a violent crime, according to warrants and jail records. Deputies recovered a .357 revolver at the scene, according to the warrants.

It is unclear if Jacob has been appointed a lawyer, 6th Circuit Public defender William Frick said Wednesday. Jacob remains at the Chester County jail without bail after an initial court hearing.
