Unlicensed driver arrested in York after letting child sit in lap, steer wheel

An unlicensed driver let a small child sit in his lap and control the steering wheel Sunday while driving in York until they passed by a patrol car, according to a York County Sheriff’s Office report.

After seeing the small child at the wheel of the 2001 Chrysler van, the deputy initiated a traffic stop at the intersection of Black Highway and Tanager Road.

The deputy saw the child climb off the driver and sit in the floor between the driver and passenger.

The man had a Mexican ID instead of a driver’s license. He admitted to letting the child sit in his lap and steer, a report states.

Pedro Barragan-Orozco, 31, of York was charged with child endangerment and driving without a license, according to the report. He has since been released from the York County Detention Center. His booking photo is not available.
