Meth-filled syringes found during Rock Hill traffic stop, 2 arrested

Two people were jailed after a traffic stop on Riverview Road, during which officers found three syringes filled with methamphetamine, according to Rock Hill Police.

Officers pulled a vehicle over on Riverview Road late Thursday after the driver didn’t use a turn signal. Police discovered the license plate was suspended for cancellation of insurance, according to a report. They checked the driver and passenger for warrants and found that the passenger, 21-year-old Kassidy Noel Outen, of Rock Hill, was wanted on a shoplifting charge.

The driver, 27-year-old Wesley Wayne Keefe of York was asked to exit the vehicle, and gave officers permission to search him. He said he didn’t want an officer to search his right cargo shorts pocket “because there were several needles in his pocket.”

Keefe told officers he used the needles for injecting drugs. They found two syringes containing a liquid believed to be methamphetamine in his pocket, police said. During a search of the vehicle, they found a third syringe in a McDonald’s bag that also contained meth.

Keefe and Outen both claimed ownership of the needle in the McDonald’s bag and admitted knowledge of meth use, police said. Keefe was charged with possession of methamphetamine, improper signal and operating an uninsured vehicle, and remained in the Rock Hill city jail Friday under $4,500 bond.

Outen was charged with possession of methamphetamine and remained in jail Friday under $5,630 bond.
