Rock Hill woman charged with DUI, child endangerment

A Rock Hill woman was charged with DUI and child endangerment after driving impaired with a baby in the car, according to Rock Hill Police.

Officers pulled over a Ford Mustang on South Cherry Road about 3:45 p.m. Saturday because the car was “all over the road” and traveling about 30 mph, according to a police report released Tuesday.

The driver, 40-year-old Kimberly Fulmer, was “chain smoking” when an officer approached her and would not look at the officer while speaking with him, the report states. Fulmer had an infant in a rear-facing car seat in the front passenger seat.

Fulmer had difficulty getting out of the car and said she was addicted to Tylenol PM, police said. She also had difficulty standing and completing sobriety tests, and was placed under arrest.

Fulmer asked officers to call her boyfriend to come get the baby, police said. She provided a breath sample that yielded a 0 percent blood-alcohol content and also provided a urine sample for toxicology.

Police charged Fulmer with DUI and child endangerment, according to the report. She was placed in the Rock Hill city jail and released Monday under $2,000 bond.

Children under age 6 are not permitted to ride in the front seat, according to state law.
