Rock Hill couple face drug, neglect charges; toddler, elderly woman found

A Rock Hill couple face drug and unlawful neglect toward a child charges after police found marijuana in a home where their diapered, toddler son was sitting near loaded guns, according to a Rock Hill Police Department report.

Fredy Palacios, 23, and Lacey Henderson, 23, face drug and child neglect charges after arrest late Tuesday. Each was later released on bond, Rock Hill jail officials said Thursday, but authorities removed both the toddler and the elderly woman from the home Tuesday.

Officers were called by a concerned neighbor to the 1300 block of Saluda Street after an elderly woman was seen walking in the road while disoriented, the report stated. Officers found the woman wet and in a wheelchair, and took her into protective custody after it appeared no one else was home.

But while at the scene, officers were asked by other concerned neighbors to check the home. After a neighbor opened the door, police found the toddler sitting in the living room wearing only a diaper. Also inside were Palacios and Henderson.

Palacios told police the elderly woman was his grandmother, the report states, and that Henderson was his girlfriend. Police said both Palacios and Henderson appeared groggy and disoriented, and Palacios admitted that both had used cocaine.

Henderson told officers that Palacios uses marijuana, and after allowing police to search the home marijuana was found.

In the same room with the marijuana police found a loaded shotgun and a loaded 9mm pistol.
