Rock Hill man accused of torturing dogs with firecrackers released on bond

The man who was out on bond for an accessory to murder charge when he and another man allegedly tortured three dogs in Rock Hill has, again, been released on bond, according to jail records.

DeAngelo Roseboro, 21, of Rock Hill, was released from the Rock Hill city jail around noon Thursday, according to jail records. Roseboro is charged with three counts of second-degree ill treatment of animals. A magistrate set Roseboro’s bond at $9,000 Thursday morning.

Police say Roseboro used his cellphone to film 25-year-old Tevin Anderson torturing three chained-up dogs by lighting firecrackers and throwing them at the dogs. The alleged abuse happened July 1 at a home on the 300 block of State Street.

Anderson is facing the same charges as Roseboro. Anderson was released Wednesday on a $10,000 bond.

Roseboro was out on bond at the time on a charge of accessory to murder for his alleged involvement in the November 2014 killing of Chester City Council member Odell Williams. He was given a $50,000 bond after being arrested in Williams’ killing.

Roseboro was given a curfew of 8:30 p.m and had to live in Rock Hill, according to bond conditions that are part of the public court record in Chester County. That bond was revoked weeks later after Roseboro violated those conditions by going to Waffle House in the overnight hours. But in June 2015, his bond was reinstated, court records show.
