A Rock Hill man is accused of running an illegal tattoo operation from his home, according to police.

James Anthony Hines Jr., 27, is charged with four counts of contributing to the delinquency of a minor and four counts of tattooing a person under the age of 18, according to jail records. He was placed in the Rock Hill city jail under $1,600 bond.

Officers spoke with a woman who said her 15-year-old daughter got a tattoo from a man who lives on Bagwell Circle, according to a police report. That was reportedly the second time her daughter had gotten a tattoo from the suspect.

The girl and a 17-year-old came to Hines’ home on the 1800 block of Bagwell Circle, police said. The 15-year-old girl got a tattoo on her side, for which she paid $40. Her mother told officers she only recently found the tattoo on her daughter.

The mother said she went to the home on Bagwell Circle, and a roommate of Hines told her “she wasn’t the first parent who came to the address asking about the tattoos,” the report states.

The 17-year-old told officers she and the 15-year-old girl went to Hines’ home in June and each got a quote for a tattoo.
