Owner left dog in car at Walmart for 40 minutes, Rock Hill police say

A Rock Hill man was charged with animal abuse after he left a dog locked in a hot car for at least 40 minutes Wednesday, according to police.

Spencer James Ingram, 22, was charged with ill treatment of animals, according to jail records. He was placed in the Rock Hill city jail, where he remained Thursday under $2,000 bond.

An anonymous caller told officers around 9:40 p.m. Wednesday that a dog was locked in a car with the windows slightly cracked and no water in the parking lot of Walmart on Dave Lyle Boulevard, according to a police report. The caller wished to remain anonymous and said she waited 20 minutes for the owner of the car to return before calling police.

Police say they found the dog locked in the car and waited another 20 minutes before the owner, Ingram, came out of the store.

Ingram told officers the dog was his, and he was arrested.

The temperature in Rock Hill around that time was 81 degrees, according to the National Weather Service.
