69-year-old caretaker rapes ‘helpless’ 93-year-old woman with dementia, CA officials say

A caretaker raped a bedridden, nonverbal 93-year-old woman who suffers from dementia, California prosecutors say.

Phuong Hoang Khong, 69, of Anaheim has been charged with four felonies stemming from the assault, the Orange County District Attorney’s Office said in a Feb. 7 news release.

“He targeted the most vulnerable of victims, knowing that she was so helpless she couldn’t even cry out for help,” District Attorney Todd Spitzer said in the release. “This is another tragic example that sexual predators do not age out of their sadistic deviancies.”

Khong, who cared for the woman three times per week, is accused of covering the woman’s eyes using a medical mask and removing her diaper after arriving for his shift Jan. 6, prosecutor said.

While the woman lay in her medical bed, he tightened the medical restraints on her wrists and sexually assaulted her, prosecutors said.

Khong turned himself into Orange police Feb. 3 after the “woman’s family threatened to turn him in” to authorities, prosecutors said.

He was charged with rape by force, sexual penetration by a foreign object by force, forcible oral copulation and elder abuse, according to prosecutors.

If convicted, he faces up to 75 years to life plus four years in prison, prosecutors said.
