Guard abused female inmate in only cell in unit without cameras, OR officials say

A former corrections sergeant accused of abusing a 19-year-old female inmate in a cell without surveillance cameras is heading to prison, Oregon officials said.

Levi David Gray, 49, was sentenced to 20 months behind bars after pleading guilty to two counts of first-degree custodial sexual misconduct, the Washington County District Attorney’s Office said in a May 27 news release.

McClatchy News reached out to his attorney May 28 and was awaiting a response.

Gray supervised a special housing unit at Coffee Creek Correctional Facility in Wilsonville, prosecutors said.

He “committed sex acts against” a 19-year-old inmate in her cell on May 23, 2023, according to prosecutors.

The 19-year-old had recently moved into the cell, which was the only one in the unit that didn’t have surveillance cameras, prosecutors said.

A witness heard what happened “and encouraged the victim to report the abuse, which she did,” according to prosecutors.

Gray was placed on leave and later terminated, prosecutors said.

The 19-year-old underwent an exam at a hospital and Gray’s DNA was found on her, according to prosecutors.

“Surveillance footage also recorded Mr. Gray as he took the victim to her cell by himself, which is a policy violation, and stayed in that area for an extended period,” prosecutors said.

In a May 27 news release, the Oregon Department of Corrections said “the custodial sexual misconduct committed by former Correctional Sergeant Levi Gray is deeply troubling and disappointing. His actions violate the agency’s mission and undermine the trust placed in it by the public, staff, and adults in custody.”

The agency added that, “sexual misconduct is unacceptable in any setting, but it is particularly egregious in a correctional environment where power dynamics must never be abused. DOC continues to work diligently to prevent such violations through staff training, reporting mechanisms, and technology.”

Wilsonville is about a 20-mile drive south from Portland.
