Woman was dragged to apartment while screaming for help, SC sheriff says

A man was arrested on multiple charges Sunday after a woman who was screaming for help was dragged to an apartment in South Carolina where she was held against her will and assaulted, according to the Richland County Sheriff’s Department.

Milan Foulks, 31, was charged with domestic violence of a high and aggravated nature, first-degree criminal sexual conduct and kidnapping, the sheriff’s department said Tuesday in a news release.

At about 2 a.m. Sunday, deputies responded to multiple 911 calls that a “female victim was being assaulted and screaming for help,” in the Springtree Apartments complex at 250 Springtree Drive, the sheriff’s department said. That’s in Columbia, near Exit 73 on Interstate 20, which is the junction with S.C. 277.

Deputies found the apartment where the assault was taking place, but Foulks refused to come to the door for several minutes before surrendering to law enforcement officers, according to the release.

The deputies then located the victim, who suffered multiple injuries, the sheriff’s department said. EMS responded and treated the victim, according to the release.

At the time of the assault, the victim was alert and conscience, the sheriff’s department said. Although she was treated at the scene, the victim refused EMS transport to an area hospital, according to the sheriff’s department. Further information on her condition was not available.

No other injuries were reported.

An investigation revealed that Foulks and the victim arrived at the apartment complex together in a vehicle, but when the victim asked Foulks to take her home, he refused, the sheriff’s department said. Foulks then began to assault the victim and drag her to his apartment against her will, according to the release. Once inside the apartment, Foulks continued to assault the victim, the sheriff’s department said.

Foulks was taken to Alvin S. Glenn Detention Center, where he remains behind bars after being denied bond on all three charges, jail records show.
