What’s the next round of Rock Hill growth? Homes, townhomes, retail are on the table
Another round of Rock Hill development would include new homes, townhomes and retail as the city footprint grows.
The city planning commission meets Tuesday night. Several items up for consideration would annex property into the city. Some would bring in existing business, while others could add new construction. Most decisions — all annexations, rezonings — go to the planning commission for review before Rock Hill City Council makes a final decision.
Here’s a look at what the city has proposed from developers:
▪ Pathway Partnerships applied to annex and rezone almost 3 acres at 1933 Mt. Gallant Road to allow for retail use and a car wash. The property is across from a Food Lion shopping center, and beside a Walgreens.
The site is now a mulch and landcaping yard, north of Celanese Road. A submitted plan shows a 4,600-square-foot retail building facing Mt. Gallant. The separate car wash would be about 5,000 square feet with a separate vacuum bay.
▪ A preliminary plat was submitted for 59 new homes as part of Laurel Creek. In February the city approved an annexation and rezoning to combine 14- and 30-acre tracts. Shea Homes is the developer. The properties are along Quinby Way, Belmar Lane and Bonnybrook Circle. It’s between Twin Lakes and India Hook roads.
▪ Another proposal would allow for new townhomes at Constitution Boulevard and Hancock Union Lane. Southern Street Development applied to change the Constitution Park development to allow townhomes at 220 Hancock Union Lane and 1375 Constitution Blvd. Two ownership companies are based out of Easley and Rock Hill.
There are homes, townhomes and self-storage surrounding the sites. The city approved a plan in 2003 that put 140 townhomes in place but would allow professional offices at the two spots under consideration now. Developers say there hasn’t been much interested in that use.
Plans have been submitted to develop part of the property for a dozen townhomes.
▪ Almost 3 acres would be annexed into the city as part of a utilities services agreement. The 531 Linkwood Road site has industrial two buildings for an existing cabinet and storage systems company.
A separate but similar decision comes at 563 Linkwood Road. That property is almost 3 acres, too. An existing building there is for an engine parts and service center.
