Chester County teen fatally shot; Lancaster man charged with murder, officials say

A Lancaster man has been charged with murder after a Chester County teen was fatally shot, officials said.

Arthur Jeremiah Fisher III, 19, is charged with the fatal shooting of Logan Allen Stacks, 17, said Barry Faile, Lancaster County Sheriff. Stacks is from Fort Lawn in Chester County, said Karla Knight-Deese, Lancaster County Coroner.

Stacks and Fisher had been together Saturday night into Sunday morning while in a 2001 Saturn owned by Stacks’ father, Faile said.

Faile said Fisher fatally shot Stacks on Kirk Air Base Road, a rural highway between Lancaster and the North Carolina state line.

Fisher then fled the scene before driving the car into a ditch miles away near Kershaw, Faile said. Fisher was found by investigators at his home later Sunday then charged Monday with murder and grand larceny.

Sheriff’s office deputies have not released other details.

Mike Lifsey, 6th Circuit Public Defender, said his office was appointed Tuesday to represent Fisher. The public defender’s office will conduct its own investigation, Lifsey said.

Fisher is on probation after 2019 convictions for assault and battery and drugs, according to Lancaster County and South Carolina court records. He was sentenced to three years probation after a six-year prison sentence was suspended, records show.

Fisher faces 30 years to life in prison if convicted of murder, under South Carolina law.

Fisher was denied bail in an initial court hearing and remains in the Lancaster County jail.
