Cop raped intoxicated woman in 2019 after 911 call, OK cops say. He’s charged

A former police officer is accused of raping a woman in 2019 and assaulting a 76-year-old man in 2024 while on duty for two Oklahoma police departments, investigators said.

Joseph Beers was most recently an Oilton police officer, but the police chief said he resigned after accusations surfaced, according to the Oklahoma State Bureau of Investigations (OSBI) and KJRH.

A year-long investigation led to charges in two counties against Beers, officials said. He was charged with aggravated assault, trespassing after being forbidden and kidnapping in Creek County. In Rogers County, he was charged with rape by instrumentation and sexual assault, according to a May 20 news release by OSBI.

The former Inola and Oilton police officer turned himself in to the Creek County Sherif’s Office on May 16 where he was booked, then transported to Rogers County Jail, OSBI said.

McClatchy News reached out to the police departments in Inola and Oilton for comment but did not immediately receive a response. Beers’ attorney information was not listed.

During Beers’ first year on the job as a police officer in Inola, he approached a woman in her vehicle parked on the side of the highway, according to an affidavit filed on May 16.

The woman had pulled over earlier and called 911 because she had tried to drive home, but she was intoxicated from drinking and taking a marijuana gummy, authorities said.

Beers told the woman “she had a lot to lose” when he saw her nurse identification badge hanging in the car, court documents said, but told the woman she could call her mom to come get her if she let the officer touch her.

The man raped the woman in his patrol vehicle, authorities said in the affidavit. Beers told investigators he believed the interaction was consensual, according to the affidavit, but police said the woman was intoxicated and could not legally consent.

After the encounter on the highway, Beers messaged the woman to see if she made it home, according to police. He “implied” in messages that the woman must do what Beers said in order to avoid jail, authorities said.

The woman sued the officer, but they settled out of court, according to the affidavit.

The Creek County charges stem from a 2024 incident where Beers was accused of assaulting a 76-year-old man while on duty, but the property was located outside of his jurisdiction, investigators said.

Body camera footage showed Beers throwing the man to the ground, according to court documents obtained by KOTV. The man sued Beers in August, KOTV reported.

State officials say the investigation is ongoing.

Oilton is about a 40-mile drive west from Tulsa and Inola is about a 30-mile drive east from Tulsa.
